The step to cookie-free means that so-called 'third party cookies' are no longer used. This means that personal data no longer needs to be shared when displaying advertisements.
Because Rijnmond stopped using third party ads they needed to have a set of house advertisements. This means that if they didn't have enough advertisers at that moment in time they could use their so called "house ads" to fill in the gaps
